چکیده

 با یک نگرش سیستمی به مجموعه دولت، دانشگاه و صنعت ارتباط بین این سه نهاد بهتر و شفاف‌تر روشن می‌شود و شناخت این ارتباط ارزش افزوده فراوانی را برای هر سه نهاد به دنبال خواهد داشت. گرچه علم معمولاً در دانشگاهها و مراکز آموزشی و پژوهشی تولید می‌شود، ‌اما بقای آن در ارتباط و تعامل با صنعت و جامعه صورت می پذیرد و رقابت محصولات صنعتی و نوآوریهای آن نیز در ارتباط تنگاتنگ با تحقیقات کاربردی دانشگاهی حاصل می‌شود. نگرش سیستمی برای ما این امکان را فراهم می آورد که با بررسی عوامل و فرایندهای مؤثر در ارتباط صنعت، دولت و دانشگاه و بازخورد نتایج حاصل از این برایندها، مشکلات و موانع عملی در صنایع، دانشگاهها و دولت را برای ایجاد ارتباط نزدیک‌تر، شناسایی و برای رفع آنها راه حلهای ممکن را ارائه کنیم. در این مقاله با بهره‌گیری از یک نگرش سیستمی ارتباط سه جانبه نهادهای یادشده بررسی و پس از یک نظرسنجی علمی از صاحبنظران سه نهاد مذکور و ارزیابی نتایج این نظر سنجی، پیشنهاد‌های لازم برای ارتباط بیشتر و تعامل بهتر دانشگاه صنعت و دولت ارائه شده است.

چکیده [English]

With a systematic view to the set of government; university and industry, the relation between them would be clearer and the knowledge of this relation increases the value of these three entities. Although the innovation of science is usually practiced in education and research institutes but duration of them depend on their corporation with industry and society and the competition of industrial products is highly related to the demanded researches done in the universities. With an analysis of effective elements in relation between industry, university and government; the systematic approach gives us this opportunity to recognize practical obstacles and present the possible solutions in order to make closer connection between them. In this paper the tripartite relation of the above entities is observed and after scientific investigation from some scholars in each of the above organizations we assess the results and give proper recommendations to perform Better Corporation between them.
