An study of iranian engineering scientific outputs in science citation index accessible through dialog database during 1990-2008
This research intends to analyze Iranian Engineering Scientific Outputs during 1990-2008 in the Dialog Database. Dialog is a collection of more than 900 databases that covers also the ISI Science Citation index as SciSearch since 1990. This research has been done by scintometrics method and citation analysis. The number of documents indexed by Iranian writers in Science Citation Index has been 8396. Growth of Scientific outputs in the field of engineering during this period is 24 percent. Kaveh is the most productive author with 82 documents and ASTM is the highest cited author with 120 citations. The highest volume of documents indexed in the dialog related to Chemical Engineering and Electrical Engineering subject categories respectively. Iranian Journal of Chemistry & Chemical Engineering with 348 documents has released the highest number of productions. Among universities and research institutes, Sharif University of Technology has the highest scientific outputs in this area. Articles have the highest percentage of documents published in ISI journal by 97/24 percent and English with 99/8 percent is the main language of the published documents. The highest rate of participation of Iranian writers for publishing documents is with U. S. and Canada respectively.

A model for the quality analysis of Iranian State Universities on the basis of current quality models(systematic approach)
Regarding educational and research missions and aims of universities for professional development require a comprehensive planning and quality management. In spite of many efforts which have been made in this regard, various shortcomings can be seen from quality perspective. In this research: first, the researchers’ aims are compared with current quality management standards in the state universities (universities affiliated to the Ministry of Science, Research and Technology). These are approved international standards and current quality models recommended by international standard organization. Second, a model for the development of standard and quality management of universities affiliated to the Ministry of Science, Research, and Technology is proposed. This model should be approved by Industrial Research and Standard Institute and Iranian Education Evaluation Organization. The results should be and published as a national standard for quality management of state universities of Iran.

Forgotten ethical virtues in science and engineering: spreading science
Our time is an era of growth, ability and power, and unparalleled advancements in the fields of science, technology, industry, commerce, capital, economy, arms, and politics. But, sadly we also witness the loss of cultural values and the destruction of ethical virtues in our day to day lives. In this time, the research and investigation of ethics in science, engineering and technology is similar to shooting in the dark. Therefore, in this paper we have tried to highlight some of the forgotten ethical virtues for the new generation, by reviewing the former guidelines and teaching principles found in the Iranian-Islamic culture and history. With deep study of verses of the holly Quran and sayings of the Prophets and/or Imams (Hadiths). We can observe the high status that science held in ancient Iranian’s lives. In addition, we see that early Iranian/Islamic scientists and researchers, in general, felt a strong sense of responsibility toward human societies. Many of their ethical principles could readily be adapted to modern science and engineering. One of these principles is to avoid being narrow-minded and insular but rather be magnanimous in spreading science, helping the advancement of science, and the perfection of inventions and discoveries. This is the topic being studied here. It is interesting to note that although these ethical values were common practice in our ancestor’s ancient times, the western world has been able to put these principles in a modern framework and teach them back to us in the form of presentation of our research discoveries in international conferences, patents disclosure, and indexed journals (i.e. ISI). Islamic-Iranian ethics contain many treasures in culture and literature that can act as models for a potential Code-of-Ethics for the whole world. But to attempt to achieve this scientific, spiritual, and ethical maturity, one must dive in to this great ocean and explore its illustrious knowledge base

The present paper, “Technology and Know-how, is the result of a joint effort by members of the Metallurgy and Mines branch of IAS. Its aims is to present a global scientific definition for the word “Technology “and make it distinct from other similar and synonymous expressions such as: technique, craft, know-how and science. Due to the very wide usage of the word “technology” in various activities, various definitions for this word have been suggested by experts in different fields and disciplines of engineering, law, social sciences, and philosophy. These definitions, coming from the roots of thought underlying these different disciplines. They have differences and at some occasions, contradictory to one another, despite their similarities and common grounds. In this paper, a number of definitions of this word used in the last 200 years have been examined and analyzed, and their common points have been highlighted. The analysis goes further ahead to develop rational and logical relation between these definitions by examining the base ground underlying each definition at the time of its evolution. Finally, an all-around definition is presented by considering modern areas and aspects of use of the word “technology”. A table at the end of the paper provides the similarities and differences between different definitions of the word “technology”.

Assessments of telecommunication students based on employment standards of engineering project management of shiraz electronic industries
The goal of this research is to evaluate the practical competencies of electronic engineering students of Shiraz University based on employment standards of engineering project management in Shiraz Electronic Industries. The population of study includes the third and fourth year students of electronic engineering with telecommunications area of undergraduate at Shiraz University. These students are involved in technology and project management experts of Shiraz Electronic Industries. Two classes of the third and fourth year students from electronic engineering and 40 experts from electronics industries were selected as cluster and available sampling methods. The research tool was a researcher-made questionnaire which was given to industries engineering project management experts and students based on skill set required in the electronic engineering job description. Results showed: 1- There is a significant difference between a practical competency of electronic engineering students at telecommunications area and employment standards of engineering project management of electronics industries. 2- There is not a significant differences between the needs of male and female students and practical competency of engineering project management and 3- Except the needs to understand the principles of engineering, there was no significant differences between the needs of students with different average academic to other dimensions of practical competency of engineering project management.

Effect of internal evaluation on scientific improvement of members of mechanical engineering and managers of Qazvin Islamic Azad University
The main purpose of present study is to implement the internal evaluation (assessment) on the members of Mechanical Engineering Department of Qazvin Islamic Azad University. Attempt will be made to provide a comprehensive analysis of the existing groups’ quality and offering suggestions for improving and upgrading the assessment. In this regard, the sample population, including faculty members, department heads, and students took part in the evaluation and data were collected and statistical analysis was conducted. Descriptive and inferential statistics were used for analyzing the data. For the descriptive statistics the central tendency measures such as mean and dispersion measures such as standard deviation, skew-ness, minimum and maximum are used and in the analysis of research questions one-way variance analysis test (ONE-WAY ANOWA) is used. The result of internal evaluation shows that there exists a relation between quality education and setting standards and criteria, and between faculty members’ participation in setting standards and improving the quality of related groups standards. Although students experienced minor relationships than department head and faculty members, there is a relation between internal assessment and increasing accountability towards the performance of department managers and faculty members. Finally, the internal evaluation has impact on realizing the strengths and weaknesses of training groups. Therefore, some recommendations for each group were presented in order to enable them to employ strategic planning to compensate for weaknesses and promote quality of their group and ultimately Mechanical Engineering Department of Qazvin Islamic Azad University.

Instructional model for engineering e-learning objects design
New technologies have created proper facilities to ease education and learning. Effective uses of these technologies in education require the recognition of human learning model and their advantages and disadvantages. Based on the proposed operant human model, learners’ motivation to pursue the educational content is one of the influential factors which are greatly affected by human emotions. Although by using e-learning technology, most physical and economical limitations are removed, but face-to-face communication of students and teachers for a great extent reduced. Therefore the amount of emotion and learners’ motivation among the students and teachers will drop. Thus it is important to consider the disadvantage of using e-learning technologies and providing a solution to resolve it limitations. In this paper, according to the collected experience through e-learning objects design of bridge superstructure design course, an emotional and interactive instructional model is presented and the process of e-learning object design is expressed and discussed.
