The structure of human knowledge depends on the quality of higher education and the use of new subjects of science in the higher schools and universities. Although today science has achieved great advances in both quantity and quality in the world, but in our country, there are great differences with the developed countries. One basic lack is due to unavailable graduate school for the Master of Science Education in Iran. In this article, we have discussed the conditions and terms to establishing such higher education discipline and schools, in our country. The studies show that we need special laboratories, educational materials, IT workshop and educational resource centers and systems. The qualified teachers and appropriate students are discussed and other requirements are elaborated.
