This is the third part of an article related to the brain drain in Iran and how this can be prevented by drain circulation. The first paper is devoted to the history of this phenomenon in Iran and divided to: 1) before Islamic Revolution, 2) during revolution and crises, 3) the period of relative Calmness. The amount of Iranian expert's immigration has been presented. In the second paper the views of Iranian experts in connection with the cause of this immigration from economical, cultural; political, professional and social point of view has been evaluated. In this paper parameters affecting the reduction of this phenomenon and even to convert the harmful brain drain to brain circulation are presented.
