چکیده

چکیده: گسترش بی‌رویه آموزش عالی و افزایش تعداد بیکاران، به‌ویژه در رشته‌های مهندسی، از دغدغه‌های اصلی سال‌های اخیر کشور بوده است. در این میان رشته مهندسی راه‌آهن که بر اساس نیازهای صنعت ایجاد شده است، توانسته نقش مثبتی در تقویت بدنه کارشناسی مورد نیاز داشته باشند. در این پژوهش اقدامات انجام‌گرفته و تجارب دانشکده مهندسی راه‌آهن در این خصوص بررسی می‌شود. سپس با استفاده از روش تحلیل پوششی داده‌ها مدل ریاضی جهت بررسی عملکرد نواحی 19گانه راه‌آهن، براساس نیروی انسانی مورد بررسی قرار گرفته است. نتایج نشان می‌دهد که کمترین مقادیر مازاد ورودی، مربوط به مقطع کارشناسی و بالاتر با 2درصد بوده است و بیانگر آن است که سیاست‌گذاری صحیحی در این راستا صورت گرفته است. نواحی کارا (کارایی 1) از نقطه‌نظر نیروی انسانی عبارتند از فارس، جنوب شرق، شمال غرب، تهران و لرستان.  بیشترین نیروی مازاد کارشناسی و کاردانی در ناحیه شرق به ترتیب با 30 و 21 نیروی مازاد و بیشترین نیروی مازاد دیپلم و پایین‌تر در ناحیه هرمزگان با 172 نفر ملاحظه می‌شود. در مجموع کل کشور نیز 14درصد نیروهای دیپلم و کمتر مازاد هستند که می‌بایست در استخدام‌های آتی مورد توجه قرار گیرد و کمترین میزان جذب در این سطح صورت پذیرد.

 Higher education in Iran has excessively increased in the past years resulting in high numbers of unemployed engineers. However, railway engineering major that has been established by the direct support of the railway industry and due to its needs, had a positive impact on strengthening the workforce. In this research, the experience of this school is reviewed. Afterwards by using data envelopment analysis, the efficiency of 19 regions of Iranian railways are analyzed based on their human resources. The results of the model show that the least excess of employees belongs to the graduate degree and higher with just 2 percent, underlying the fact the correct policy have been adopted so far. Efficient regions are Fars, Jonoob Shargh, Shomal Gharb, Tehran and Lorestan. Maximum excess employees were seen at Shargh region with 30 and 21 persons for graduate and higher and associate degree, while the highest rate of excess employees with diploma or lower degree belonge to Hormozgan region. In total, 14 percent of railway employees with diploma degree or lower are redundant that must be taken into consideration for future employments so that the least new employments be done in this category.
