چکیده
جهانی شدن و توسعه اقتصادهای دانش محور موجب ایجاد تغییرات اساسی در ساختار و وظائف آموزشعالی در سراسر دنیا شده است. ارزش ملتها بیشتر از منابع مادی در دسترسشان به افراد، مدیریت و دولتهایشان بستگی دارد. آموزش اثربخش باعث بهبود زیربنای علمی ملتها میشود و به همین دلیل، نقشی اساسی در آینده بازی میکند. تفکر راهبردی سازمانها را برای رویارویی و انطباق موفقیتآمیز با شرایط آینده توانمند میسازد. برنامههای راهبردی رسیدن از وضعیت موجود به وضعیت مطلوب را که به سند چشمانداز اشاره دارد، تشریح میکند و به واسطه شناخت بهتری که از محیط به دست میدهد، سازمان را در بهبود عملکرد یاری میکند. لذا، ارزیابی محیط رقابتی سازمان و موقعیت راهبردی آن در فرایند برنامهریزی راهبردی اهمیت ویژهای دارد]1[. دانشگاه محلی است که دروندادهای آن شامل سرمایه، ساختمان، تجهیزات، برنامه، امکانات و نیروی انسانی است و فراگرد دانشگاه شامل آموزش، پژوهش و عرضه خدمات، حفظ و انتقال میراث فرهنگی و فناوری است و بروندادهای آن در برگیرنده نیروی انسانی متخصص و خبره در زمینه نوآوری، اختراع، اکتشاف علمی، تولید و گسترش مرزهای دانش است. امّا به دلیل ناکارآمدی نظامهای دانشگاهی برای بارآموزشی دانشگاهها و اعضای هیئت علمی، امکان پژوهش مؤثر فراهم نمیشود و سنّت دیرین جزوه نویسی بر آموزش حاکم است و به دلیل نبود یک نظام منسجم و به واسطه برخی سیاستهای نادرست، محیط دانشگاه در حال تبدیل شدن به یک محیط آموزشی صرفاً سنتی و بدون بهرهوری است ]2[. این پژوهش که به شیوه کیفی و با استفاده از مصاحبههای عمقی با خبرگان انجام شده است، در پی شناسایی موانع اساسی برنامهریزی مؤثر دانشگاهی و کیفیت و بهرهوری است.

چکیده [English]
Globalization and knowledge-oriented economic development have brought about basic changes in the structure and responsibilities of higher education all over the world. The value of nations mostly depends on their easily accessibility to the management and government rather than material resources. Effective education causes the improvement of scientific foundation; therefore, it plays a significant role in the future development. The strategic thought makes the organizations ready to confront and conform to future conditions successfully. The strategic programs would give a clear picture of moving from the status quo to more favorable situation and provide a better understanding of the environment. So it helps the organization perform more effectively. Thus, it is important to evaluate the organization competitive environment and its strategic position in the strategic planning. The university inputs are finance, building, equipment, program, facilities and human resources and its process includes education, research and providing services, keeping and transferring cultural heritage and technology; its outputs are experts and specialists in innovation, invention, scientific discoveries, production and expansion of knowledge boundaries. However, it does not prepare the effective research conditions because of the inefficiency of academic systems for better output. The old tradition of writing pamphlets is governing the educational system and because of the lack of a well-organized system and wrong policies, university environment is changing into a traditional educational one without productivity. This qualitative research was conducted through structured interviews with experts. Its aim was to identify barriers of effective academic planning and quality and productivity.
